If a batsman is being given wrongly out by the ground umpire he should be allowed to appeal to the TV UMPIRE?

If you think that the ground umpires will be useless then remember there are other issues like: wides, no bouncers sledging ball tampering counting each delivery of a bowler badlight rain etc.Remember it is not rare that we see a batsman being wrongly given out LBW orCAUGHT BEHIND.Often it changes the complexion of the game totally.
